What the check requires

A CBAM declaration must carry its declaration-level summary (certificates to surrender and the importer's annual net mass).

A blocking error — this record cannot pass deterministic validation until it is resolved.

Why this is reported

This appears when the required collection is missing or contains no records to validate. The deterministic CBAM validator reports it as rule cbam.declaration.summary-present. The requirement and citation come from versioned profile 1.0.3; Clearlane does not replace them with an AI-generated verdict.

How it gets fixed

Add at least one real source record of the type named in the rule message. Run validation again. Clearlane never fills a compliance value by guessing.
