The deterministic CBAM validator reports it as rule cbam.verification.report-required-for-actual. The requirement and citation come from versioned profile 1.0.3; Clearlane does not replace them with an AI-generated verdict.
How it gets fixed
Verify the triggering condition, then either correct that source value or supply the dependent data or evidence named in the rule message. Run validation again. Clearlane never fills a compliance value by guessing.
