What the check requires

Where recycled content is declared, it must be a percentage between 0 and 100. Art 7(1)-(2) already sets the 2030 and 2040 minimum percentages; only the calculation and verification methodology remains pending, so this generic shape check is not a threshold verdict.

A warning — it does not block deterministic validation, but it remains recorded for review.

Why this is reported

This appears when the submitted number is outside the minimum or maximum carried by the versioned rule. The deterministic PPWR validator reports it as rule ppwr.design.recycled-content-shape. The requirement and citation come from versioned profile 1.0.3; Clearlane does not replace them with an AI-generated verdict.

How it gets fixed

Verify the unit and source measurement, then correct the number so it meets the range stated in the rule message. Run validation again. Clearlane never fills a compliance value by guessing.
