This appears when the required collection is missing or contains no records to validate. The deterministic PPWR validator reports it as rule ppwr.doc.summary-present. The requirement and citation come from versioned profile 1.0.3; Clearlane does not replace them with an AI-generated verdict.

How it gets fixed

Add at least one real source record of the type named in the rule message. Run validation again. Clearlane never fills a compliance value by guessing.
