Why this is reported

This appears when the submitted text does not match the format required by the versioned rule. The deterministic PPWR validator reports it as rule ppwr.epr.member-state-format. The requirement and citation come from versioned profile 1.0.3; Clearlane does not replace them with an AI-generated verdict.

How it gets fixed

Correct or re-export the source value in the exact format stated in the rule message. Run validation again. Clearlane never fills a compliance value by guessing.
