This appears when the submitted value is outside the allowed set carried by the versioned rule. The deterministic PPWR validator reports it as rule ppwr.pkg.level-category. The requirement and citation come from versioned profile 1.0.3; Clearlane does not replace them with an AI-generated verdict.
How it gets fixed
Check the source system and replace the value with an allowed value identified by the rule; do not map it by guesswork. Run validation again. Clearlane never fills a compliance value by guessing.
