What the check requires

At least one of the two safe-use requirements must be satisfied: either the statement that identification of the Candidate-List substance is sufficient to allow safe use, or explicit safe-use instructions.

A blocking error — this record cannot pass deterministic validation until it is resolved.

Why this is reported

This appears when the submitted value is outside the allowed set carried by the versioned rule. The deterministic SCIP validator reports it as rule scip.safeuse.requirement-satisfied. The requirement and citation come from versioned profile 1.0.2; Clearlane does not replace them with an AI-generated verdict.

How it gets fixed

Check the source system and replace the value with an allowed value identified by the rule; do not map it by guesswork. Run validation again. Clearlane never fills a compliance value by guessing.
